President Tebboune’s historic decision to adopt online press in public procurement advertising now in force

ALGIERS — The historic decision by the President of the Republic, Abdelmadjid Tebboune, concerning the adoption of accredited online press as a mechanism for advertising public procurement has taken effect following the publication of an inter-ministerial decree (Ministers of Finance and Communication).

This inter-ministerial decree establishes the conditions and modalities for advertising public procurement through accredited online press, in line with Law No. 23-12 of 5 August 2023.

In May 2023, during a Council of Ministers meeting he chaired, President Tebboune decided to adopt accredited online press as a new mechanism for advertising public procurement and to no longer rely solely on written press as had been the case in the past, under the provisions of the law that sets out general rules for public procurement.

As part of his close monitoring of the major changes and significant improvements taking place in the news industry, the President of the Republic has repeatedly directed the Government to keep providing this sector with all the support and resources it needs to reach true professional standards and bolster regulatory frameworks under current laws, in a world where media and communication serve as essential tools for defending the interests of peoples and nations.

This approach is part of fulfilling President Tebboune’s commitments to the people to back the national press and give it all the resources and opportunities needed to strengthen the country’s media system. This represents a concrete gain that comes with the real-world implementation of the President’s historic commitment to support online press.

The ultimate objective is still to set up an influential, free and pluralistic press that completely fulfills its role serving society and meets the challenges it faces.

Professional organizations in the communications industry have commended the rollout of this landmark decision, hailing it as a “major step forward in developing the national press” that can boost the role of online press as a responsible national voice and driver of development.

According to these organizations, this decision underscores “a clear political resolve and comprehensive vision to boost online press’s standing in the national media landscape by giving it essential backing mechanisms and financial resources for long-term viability.”
